The Marjah Sideshow

Remember Marjah? It's that critically important Taliban stronghold in Helmand Province that the US and ISAF had to pacify this past February in order to pave the way for stabilization in southern Afghanistan. It's funny how we don't hear much about it anymore; seeing as three months ago it was so important that 15,000 US, NATO and Afghan troops had to be mobilized to take it from the Taliban.
Last week there was a hearing in the Senate Foreign Relations Committee on "The Meaning of Marjah" and it makes for interesting reading. Here are some of the highlights from Frank Ruggerio, who is the senior civilian representative for RC-South:
- "Residents in some parts of Marjah, however, continue to be intimidated and harassed by insurgents and the levels of violence remain a hindrance to establishing Afghan governance and stability operations."
- While Ruggiero notes some improvements in increasing the Afghan government presence, he makes that admission: "This increase must be tempered against the reality that Afghan governance capacity is limited and even the creation of this level of government is likely to prove a challenge to replicate in other key districts in any short-term time frame."
- "Governance can only improve as fast as Afghan authorities can provide properly trained staff
with adequate salaries and benefits that will ensure they stay on the job. Representatives of some line ministries continue to refuse to stay in Marjah, fearing intimidation and violence, and those officials who do show up to work require greater freedom of movement to become effective service providers."
So basically what we have here is an indication that some rudimentary governance has begun to appear in Marjah, but security continues to be a significant problem and there is dangerous shortage of both ANSF forces and Afghan civilians.
Now here comes the part I don't understand: if Marjah was so important (and Ruggerio spends much of his testimony saying that its critical to US efforts in southern Afghanistan) why only three months after clearing it have ISAF troop numbers fallen from 15,000 to 2,000 - and why are we now preparing a major offensive for Kandahar?
If there are shortages of ANSF troops in Marjah; and shortages of Afghan civilians to man key governance positions; and even shortages of US civilians (Ruggerio brags about now having a mere 100 civilians under his charge in RC-South) and not enough NATO troops to guarantee security . . . aren't these problems going to be magnified when the US and NATO troops try and take Kandahar this summer? And won't the governance and security needs in Kandahar mean that the US and Afghan government won't be able to ramp up its presence in Marjah ensuring that any temporary success being seen there now will quickly evaporate?
When you see stuff like this it's hard to take seriously anything we are hearing from US officials in Afghanistan. Three months ago Marjah was the end all be all; now it's dusty hamlet that was so damn unimportant it took us only three months to decide to scale down and divert resources toward a larger and more significant offensive in Kandahar. Imagine how all those Afghans who decided to side with the Kabul government and ISAF are feeling right about now.
If Marjah was so critical to US efforts shouldn't we stay until security and governance have significantly improved - and then move on to Kandahar? The cynic might say; "well we only have 18 months to show success and the clock is ticking." So then why go into Marjah in the first place?
You know, it's almost as if operations in Marjah were launched not to pacify Helmand, but to reassure public opinion here in the US about how well things are supposedly going in Afghanistan. (Apparently if that was that goal it ain't working so well).
My son is one of the brave Marine grunts in Marjah right now. We hear from him occasionally. His take is far different from yours, however, he does not have the luxury of making judgements from the safety of his home computer. He actually forms his opinions from the conditions of the world in which he presently lives. I don't think he truly gives a shit about the Afghan people. I know he has little respect for the current administration and its policy of apologizing for past wars that shaped the face of the world for the better. I know he realizes it is easy to be full of information and high ideals, yet have little idea what to do when terrorism truly knocks on your door. But, he's just the Marine grunt who will be the one to fight for your right to blow like a fog horn and run like a rabbit. His take is that Marjah has changed from day one. This is the 'hold' phase of the 'Clear and Hold' mission. Naturally, clearing takes more man power than holding. It is an intricate undertaking to balance security and freedom in an effort to allow another man to live peacefully in his own country, especially when that man has no idea how to do that, and no reason to believe this time will be any different than times past. Improvement is improvement, however, and it has been made by men who have put in far more effort than the blowbags like you. I often wonder why people like you, who know how to run the world in such and effortless manner, don't run for public office and do just that...my guess is that it's a little bit like being the arm chair quarterback.

Ms. Oehne, certainly you can direct your anger at me, but I think would be much more appropriately directed at the generals who sent your brave son into harm's way in pursuit of a mission that is basically unachievable - and in which they seem disinclined to devote proper resources to win.

I can say I came to know many issues which were new to me.I heard that the Marjah operation - the biggest push since US President Barack Obama announced a new surge of troops to Afghanistan, and the biggest since the 2001 US-led invasion - is aimed at pushing the Taliban out of the region and reestablishing government control.

I found President Obama's opinion of Marjah both amusing and disturbing. He's very predictable: “They're tough. And they're going to fight. But - but what you're seeing not only have we succeeded in driving the Taliban out of Marjah, but it also is a model of the partnership between U.S. forces and Afghan forces. And so you're starting to see Afghan government forces battle ready, toughened, getting more experience. That, then, helps us to execute a transition so that more and more Afghan forces are able to take the lead.”
Scary that Marjah requires potentially six months or more to be truly "clear," let alone "held" and begin "building", yet US and NATO commanders have given themselves 7 months for Kandahar. Furthermore, NATO commanders have complained that their forces did most the initial fighting and have remained in command despite the plan calling for ANA troops to lead. The US strategy is being sold to us as some revelation, but it's bordering on the nonsensical.
Unfortunately I'm expecting more troops by July 2011, not less.

Mr. Cohen. I'm not lamenting the fact that my son is in harm's way. I fully understand that as the job he signed on to do when he took his oath to serve his country. I am not angry, even at the generals you claim sent him there. I am, though, a little amazed at how easy it is to run a war from your computer chair. It's not anger I am spewing here. It is, rather, my opinion that you should run for public office as you seem to know exactly how this country and its wars should be won. We need people like you to fix this mess. Surely you would be far more effective actively making those changes, rather than condemning the ones who do. Please don't misinterpret this as anger.
As for you, SNLII, would you assume your take on the current situation in Marjah is far more enlightened than that, say, of my son who is currently there? I certainly thank you for your service. I understand the cost of such as my youngest brother, a disabled Iraq war veteran, continues to fight that war 7 years after coming home. Apparently snark is only appropriate if you are the blogger or the blogger's supporter.
