Pakistan Taliban and Afghan Taliban Are Not the Same

Over at TNR, Jon Chait, takes issue with the characterization of the Afghan Taliban and the Pakistan Taliban as separate organizations:
This morning’s New York Times piece about the alleged Times Square bomber who may have connections to the Taliban in Pakistan included this tidbit:
The Pakistani Taliban is a different organization from the Taliban groups that the United States is battling in Afghanistan.However, at TNR we’ve run several pieces that argue differently. Back in February, David Rohde, the NYT reporter that was held in captivity for seven months by the Taliban, explained first-hand his experience with the “Afghan Taliban” and “Pakistani Taliban,” while also reviewing two books that affirm his view. . . And last October Peter Bergen pointed out that the Pakistani Taliban and the Afghan Taliban are "quite a bit more interwoven than is commonly thought."
Kind of sort of, but not really. First of all, the Berman piece doesn't really focus on the Pakistan Taliban/AfghanTaliban relationship - devoting attention to the supposed links between the Afghan Taliban and al Qaeda (and if Vahid Brown is to be believed, overstating the nature of that relationship).
The Rohde piece makes a more detailed argument, but I'll let readers decide if it's a compelling one. Certainly the Pakistan/Afghan experts I have spoken to seem more nuanced in their appraisal. But to some extent, this is neither here nor there, because even if there is an interwoven relationship between some elements of the Afghan Taliban and Pakistan Taliban it may matter a lot less than we think it does.
For example, as Rodhe points out, "For years, Pakistani officials have differentiated between Afghan and Pakistani Taliban groups, insisting that Afghan militants pose no threat to the Pakistani state. They also say that they hope to use the Afghan Taliban as proxies to prevent attempts by India to gain influence in Afghanistan after the Obama administration begins withdrawing American troops from Afghanistan in 2011."
And while Rodhe notes that the Pakistani government's differentiation is false the fact that it exists should tell us something about the capabilities of the two organizations - and Pakistani attitudes toward each. David Rodhe may believe that the Afghan Taliban represent a threat to the Pakistani state; but the fact that the Pakistanis don't share this view . . . well that should tell us something. Maybe they know something we don't or maybe they view the Afghan Taliban as a proxy group that furthers their interests in Afghanistan. After all that has been the case for well more than a decade.
In addition, one doesn't get the sense that even in the wake of Mullah Baradar's arrest by Pakistan that the Afghan Taliban are rejecting the support of the Pakistani military. They might be more wary, but they certainly haven't declared war against Pakistan - and yet at the same time the Pakistani government and the US - has basically declared war on the Pakistani Taliban. That sure doesn't make the bonds between the two Taliban groups seem that terribly strong. One might even conclude that this is perhaps a marriage of convenience, not ethnic or tribal solidarity.
Part of the reason is clear; the Pakistan Taliban (TTP) and the Afghan Taliban have very different sets of political grievances. The TTP came into existence in response to Pakistani army intervention in Pakistan's tribal areas; in other words, their beef is with Pakistan. For the Afghan Taliban, the Pakistani government is their protector - and their beef is with the Karzai government and the NATO forces in Afghanistan.
Finally, when it comes to the attitudes of both groups toward the US, I think we all know where the Afghan Taliban stand - they're not fans. But the evolution of the Pakistan Taliban is more interesting. If it is correct that the TTP is behind this attempted attack in Times Square one could probably surmise that it's not necessarily out of solidarity with the Afghan Taliban . . . but frustration that the US military has basically declared war against their group and killing its leader Baitullah Mehsud via repeated drone strikes. So while the two groups may now share a common enemy - they may not necessarily share a common set of aspirations or political interests.
There is for a variety of reasons a tendency to see all terrorist
groups and "enemies of the United States" as one and the same or
fundamentally irrational in nature (see: George W. Bush public statements Sept 2001 to January 2002). And there are all sorts of political reasons why US policymakers like to make these sorts of linkages (see: Iraq War 2003- present and Barack Obama, Speech to US Military Academy, December 1, 2010).
But terrorist organizations are adaptable and even at times realistic in appraising their own interests. And so even if the Afghan Taliban and Pakistan Taliban may, at this moment, have similar interests and share operational goals (and frankly none of the examples cited by Chait persuasively makes that argument), it doesn't mean that relationship is anything more than temporary.
Now granted these linkages shouldn't be ignored completely, but it would be especially unwise to assume that they are iron-clad, particularly in the context of possible future political negotiations with the Afghan Taliban.

The word Taliban means "students" - and let us stop kidding ourselves that they are "students" of the same supremacist ideology that rejects pluralism and rejects unqualified, universal human rights. The "tactician" view towards the Taliban ignores this and ignores their ideological basis, seeking only to view the Taliban through the lens of local grievances. This is very convenient for tacticians because it does not require any real commitment towards a strategy to challenge the ideological basis for the Taliban.
Imagine if that is how America ignored white supremacy in the U.S. in the 1960s - saying how all the branches of the Ku Klux Klan were different - rather than challenging their shared ideology, and even worse, like Karzai plans to offer the Taliban - trying to solve the issue by offering supremacists roles in government, police, and military.

I love this. The more pressure we put on ourselves, the less likely it is we'll actually write anything. It's one thing to decide to Write A Book by yourself, in private; it's another if an agent is part of the process...

I don't find it hard, but I am not trying to be a writer, I am just writing what I see fit and not trying to sell anything. I tell people I will teach when I know something, speak when I have something to say, and write when I have a story to tell. Still waiting.

In regard to novel writing vs. writing novels, on a dare -- a challenge from a friend and novelist in Cleveland -- I jumped into the NaNoWriMo Slam this month. Out of stubborn resolve to write to the finish line, I'm standing now at 37,000 empty words. But who cares? I'm still counting, thank you.

Well. I think you are a fantastic writer, and yes, you do have an audience. I have found it is easier to write about my experiences, my politics and the things that piss me off. Sounds like a book title to me. Go for it.

Think of the big picture, but try to work in the rhythm you know for OS, if that's possible with what you want to do. Also, have you thought of finding a "writing partner"? I know someone who is doing this with her novel - they sit together and work on their respective projects. The idea is to be motivated and that by having another person in the room with you, you'll feel like it's time to get serious. Again, good luck! R.
