What timing.  Seated next to Secretary of Defense Robert Gates and Chairman of the Joint Chiefs Admiral Michael Mullen, Secretary of State Hillary Clinton broke the news this morning that the major powers had agreed to a draft resolution to impose new sanctions on Iran.  This announcement was made before the Senate Foreign Relations Committee during a hearing on the New Strategic Arms Reduction Treaty.  It was the right time, and Secretary Clinton was in the right place.

"It is a pleasure to testify along with Secretary Gates and Admiral Mullen, because we share a strong belief that the new START treaty will make our country more secure. This treaty also reflects our growing cooperation with Russia on matters of mutual interest and it will aid us in advancing our broader nonproliferation agenda. To that end, we have been working closely with our P-5+1 partners for several weeks on the draft of a new sanctions resolution on Iran. And today, I am pleased to announce to this committee we have reached agreement on a strong draft with the cooperation of both Russia and China. We plan to circulate that draft resolution to the entire Security Council today.”

Translation:  For those who doubt the strategic benefits of this treaty and the broader U.S-Russian reset…think again.

Russia’s continued involvement in the sanctions process, especially in the wake of Monday’s announcement by Brazil, Turkey, and Iran—which could have given Russia an opportunity to opt out of the sanctions debate, speaks to the heightened cooperation between the United States and Russia.  The New START agreement facilitates stronger U.S.-Russian cooperation, which has already led to overflight privileges for U.S. troops heading to Afghanistan and now, increased support for Iranian sanctions, as we clearly saw today.  The New START agreement also restores U.S. credibility in the arms control arena, which again, circles back to our ability to deal with Iran.  Secretary Clinton spelled this out in her opening statement:     

"By bringing the new START treaty into force, we will strengthen our national security more broadly, including by creating greater leverage to tackle a core national security challenge – nuclear proliferation.  Now, I am not suggesting that this treaty alone will convince Iran or North Korea to change their behavior. But it does demonstrate our leadership and strengthens our hand as we seek to hold these and other governments accountable, whether that means further isolating Iran and enforcing the rules against violators or convincing other countries to get a better handle on their own nuclear materials. And it conveys to other nations that we are committed to real reductions and to holding up our end of the bargain under the Nonproliferation Treaty."

Senator Kerry also made mention of this dynamic, quoting the former Republican Secretary of Defense, James Schlesinger. 

"If we do not approve New START, there will be serious consequences for America’s vital nonproliferation efforts. As James Schlesinger testified to this committee, 'For the United States at this juncture to fail to ratify the treaty in the due course of the Senate's deliberation would have a detrimental effect on our ability to influence others with regard to particularly the nonproliferation issue.'"

Unfortunately, the possibility that UNSC sanctions could be delayed or thrown off track still exists—but considering UNSC sanctions seemed all but impossible less than 24 hours ago, today’s announcement was remarkable.  And it came before the perfect audience.
