This week, as Obama convened the international Nuclear Security Summit, the Fissile Materials Working Group (FMWG) held their Next Generation Nuclear Security parallel summit.  The FMWG summit brought together industry experts, former ambassadors, and representatives from NGO’s worldwide working to combat the threat of nuclear terrorism.  This summit offered a variety of constructive recommendations but two take-away points come to mind.  First, if you are not improving your nuclear security, it is declining.  And second, every country has a stake in the effectiveness of security measures everywhere else.  With this in mind, both summits made substantial progress towards addressing the threat of nuclear terrorism.  However, it seems that some conservatives (Senator Kyl that means you) can’t recognize success even if it had a motorcade escort. His statement in response to the summit said:

“The summit’s purported accomplishment is a nonbinding communiqué that largely restates current policy, and makes no meaningful progress in dealing with nuclear terrorism threats or the ticking clock represented by Iran’s nuclear weapons program.”

Perhaps the Senator is waiting for a cartoon communiqué to sing an educational song, School House Rock style.  Those who paid attention however, recognize that both the Fissile Materials Working Group Next Generation Nuclear Security Summit and Obama’s Nuclear Security Summit –including the bilateral meetings that took place under this forum –took important steps to start the vital mission to reduce the global threat of nuclear terrorism on state and organizational levels, including concrete commitments from the countries in attendance.  To ignore the progress made on the bilateral front would be both misinformed and irresponsible.  “The final communiqué and work plan for the upcoming Nuclear Security Summit are predictably vague and voluntary but are not the main point of the meeting” says Julian Borger.  Rather, as the White House reiterated, “The Summit reinforced the principle that all states are responsible for ensuring the best security of their materials… and led to specific national actions that advanced global security.”  You’ll note Senator, that the national actions are anything but negligible.

Conservatives have faulted President Obama’s broader nuclear agenda for not taking a hard enough line against Iran as well.  In a joint statement, Senators Kyl and McCain (hey Kyl, at least now you have company) stated:

"[T]he NPR states ‘today’s most immediate and extreme danger is nuclear terrorism…today’s other pressing threat is nuclear proliferation.’  “We believe that preventing nuclear terrorism and nuclear proliferation should begin by directly confronting the two leading proliferators and supporters of terrorism, Iran and North Korea.  The Obama Administration’s policies, thus far, have failed to do that and this failure has sent exactly the wrong message to other would be proliferators and supporters of terrorism."

But as Congressman Tom Perriello (D-VA, 5th District) remarked today, in terms of North Korea and Iran, understanding the context in which these dangerous regimes function is going to be more effective in countering their proliferation ambitions than suggesting aggressive action:

“Part of the way you solve or improve the condition in particular countries is to understand the grand strategic framework in which it occurs.  So if the extent to which the Non Proliferation Treaty has ceased to exist or function in the way it was originally intended to do, when trying to move a country or regime outside of the bounds of legitimacy in the community of nations, something has to replace it, and I think an understanding the we need a new global system to check proliferation and WMD is part of this… Instead of the battle you look at the war, and in doing that you change the balance of power.” 

The Administration and the NGO community have begun to do exactly that; compose a global system to counter the threat of nuclear terrorism where there was none before.  True, the key to decreasing the threat of nuclear terrorism lies in successful implementation at the state and NGO levels, but as Spencer Ackerman reminds critics (yup Kyl, still you), “while implementation is the key, the nuclear-security world is different and much better this morning than it was on Sunday.”
