Apparently, the President is about to announce that the talks with Iran in Geneva got off to a good start, including an apparent Iranian commitment to permit inspections at the formerly secret Qom enrichment facility.

This is a good day.  There will be other, less good days down the road.  But it's worth pointing out how many of the often-maligned tools of international diplomacy were used to get us here:

1.  international norms.  If we didn't have the IAEA agreements and understandings that all members sign up to, if the US hadn't just spent a bunch of Presidential and Cabinet-level oxygen demonstrating that the US care about international rules and wants to strengthen them (such as the Non-Proliferation Treaty andt he Test Ban Treaty) then we wouldn't be able tocast Iran's behavior as a violation of shared rules instead of just somethign we the US don't like.

2. international institutions.  the machinations of strengthening rules, marshalling global support, and displaying toughness last week played out on a broad stage.  if the UN didn't exist, we'd have had to invent it for this purpose.

3.  talks.  yes, multi-nation talks are long on protocol and theater.  formal diplomacy is not natural to the american persona.  But it gives countries and leaders who crave formal respect a lulling atmosphere where doing hard things has a reward.  and that matters.

4. toughness.  iran's not under the illusion that talk mean we don't notice or don't care what they do -- and they have surely noticed that we've marshaled international opinion against them.  not to mention marshalling more effective missile defenses.

5.  engagement.  finally, iran doesn't have us as an excuse anymore.
