From reading Kane's article that favors national compulsory service it seems that he has ingored the fact that it has been tried in France and Germany with very mixed results. The French government has abandoned conscription and I also heard from a German grad student that national service in that country is a joke. He (the German grad student) was drafted into the army but him,the NCOs, and the officers were just going through the motions and there was no training involved. Everyone, including the conscripts, just wanted the time to passby so that they could go back home. Similiar problems would probably occurr if national service was tried in this country, in fact it would be a drain on the public sector. Both military and civilian public servants would have to spend a large amount of time basically babysitting relunctant teenagers instead of concentrating on their jobs.
Another point that I disagree with the Kane article is his proposal to abolish the Air Force. The Air Force does provide an important logistical function in transporting troops and suplies while carrying away critcally wounded soldiers so that they could fight another day. If we were to abolish the Air Force would this task be subcontracted to the airlines? It would probably be more expensive to subcontract this task to the airlines because they would be required to make a profit, while the publically funded Air Force does not have worry about pleasing the stockholders.
