Ending Stop-loss

It was just announced that the Army will phase out its use of stop-loss. This is great news and is another indication that we are at the beginning of the end of the Iraq war.
Stop-loss came to symbolize the Bush administration's disastrous management of the wars. By invoking stop-loss the Army prevented soldiers who had completed their terms of service from leaving the military. This often meant that soldiers in units who had nearly completed their terms of service would have to serve out the remainder of their units deployments. The policy was blatantly unfair and went against the concept of the all-volunteer military. It was hard for the Bush administration to reconcile its claims to have achieved success in Iraq or of having turned the corner, when they were involuntarily forcing soldiers who had completed their terms of service to continue fighting.
Not only did the Army's invocation of stop-loss clearly demonstrate that Iraq had badly overstretched our forces, but it made it irrefutably clear that the Bush administration had bungled the management and planning of the war. It also made a mockery of the cries that critics of the Administration did not "support the troops," when the ones carrying the burden of the administration's mistakes in Iraq were the few men and women who had volunteered to serve.

August 2009. The aim of the Conference is to create discourse in the area of
Identity politics on the Internet and other related topics.
The Conference will be graced by several leading scholars who have written and

result in solutions and better understanding of the problems facing issues of

The problem with the ending stop loss is that it goes directly against Obama's plans in Afghanistan. Obama wants America to win a COIN war in Afghanistan in order to make it secure from terrorists. The only way to win in COIN operations according to experts like David Kilcullen is for soldiers to repeat tours and stay longer in the country. To do this the US army needs stop loss or it will finds itself like it did in Vietnam with soldiers only staying a year and going home while newcomers, that don't know the local culture, replace them. To fight two COIN wars effectively the US army will probably be worn out as a fighting force within a period of years due to repeated tours of duty. That is why the current administration will needs to treat terrorism as criminal and not military threat because if if it doesn't the US army will cease to be an effective fighting force.

Stop-loss or not, the Army and DoD in general will not extend tours in Afghanistan past 12 months. The record suicide rates in the military demonstrate the long-term, detrimental effect back-to-back deployments take on individuals. You’re right, however, in that the military and ISAF must do a better job at maintaining institutional memory in Afghanistan.
Unlike Vietnam (where individual soldiers/marines rotated into units), Brigade Combat Teams (BCTs) -- elements of a division -- are being deployed and redeployed wholly. While that means that the unit knowledge, training and abilities will be maintained, it does support your point that once they're gone the new guys have to relearn some old lessons.
Interestingly enough, one of the tenets of FM 3-24 (Counterinsurgency) is that, counterintuitively, more force may make the situation worse. I think the administration's proposal to shift the focus to training the Afghan National Security Force (ANSF, the collective term for the military and police) will yield greater gains than trying to "flood the zone" with more U.S. forces.
This cannot be done by U.S. forces alone, however. One of the key problems in the institutional memory is the short rotation cycle of our European allies in NATO/ISAF. Whereas U.S. forces rotate for 12 (sometimes 15) months, other ISAF forces are on the ground for a total of 4 months. Give one month to get situated and one month to prepare to leave, and that leaves a grand total of 2 months to conduct operations on the ground. Unacceptable, and the fact that European countries have been doing this for almost four years will only make changing that policy that much harder.
