Bruce Riedel on Pakistan, India and a Kashmir Solution

This past summer, the Annals of the American Academy of Political and Social Science published a piece by Bruce Riedel, which explained why resolution of India and Pakistan's dispute over Kashmir is essential if the region hopes to reduce terrorism, and attain a modicum of stability. In the wake of the Mumbai attacks, this excerpt seemed especially relevant and prophetic:
"In a worst-case scenario, a terrorist incident like the July 2006 metro bombings in Mumbai or the hijacking of IA 814 could spark an Indian military response against targets in Pakistan allegedly involved in the planning and orchestration of terrorism. And that could lead to nuclear war."
So the question is, now that the 'attack' has taken place, what next? It's true that if an investigation uncovers evidence of high-level Pakistani involvement in the Mumbai attacks, we can safely say that productive negotiations between the two countries over Kashmir, leading to warmer relations, are no longer possible. Even before the attack, I would say that short-term prospects for a settlement were almost non-existent. But still, are matters so far beyond salvaging? Afterall, the initial responses to the crisis from both countries have been commendable. India has shown remarkable restraint given the circumstances, with foreign minister Pranab Mukherjee firmly stating that "[n]obody is talking of military action." Pakistan too has taken some important steps. While they have not issued a reply to the initial set of demands put forth by the Indian Government, national security briefings will begin today, involving Pakistan's parliament, and notably, the ISI - a sign that at least the ISI's leadership is treating this matter seriously.
I don't want to suggest that the worst is over, that this is no longer a highly delicate situation. There could easily be missteps, and if it turns out that Pakistan's government played any role in the attacks whatsoever, Pakistan and India might be headed for all-out war. But the initial responses give me reason to hope that tensions might ease. If that's the case (and there's no question that is a huge if), I don't see a reason why efforts at rapprochement - over Kashmir, or any other issue - couldn't resume.

I as a concerned citizen of the United States of America and World. I do not justify and like any evil acts of terror and terrorism. As a psychiatrist I can say that as a consequence of occupation, suppression, alienation, victimization, degradation, desperation, helplessness, hopelessness, and depression the ordinary people are led to suicide.In the process, some times, they are driven to the evil acts and spread their pain and apathy around as they have resorted to these evil acts over centuries. We should not forget the plight of Kashmiris, Palestinians, and many more people around the world at the hands of state sponsored terror and terrorism as perpetuated by India in Kashmir and Israel in Palestine. These kind of situations result in these heinous and evil acts around the world. Do not expect U.S.A. and president elect Obama to do much about it. It is Global problem and all concerned people, parties, and politicians need to think out of
box and address these issues candidly and openly without shifting blame around. I suggest the President Elect Obama appoint Hon. former President Bill Clinton to resolve Kashmir issue between Kashmiris, Indians, and Pakistan and out going president Hon. George W Bush to resolve Palestinian issue between Is israel and Palestinian authorities as that has his goal to do so before he passes on the presidency onto president elect Obama.

Also as a physician, I would have to argue that Muslim terrorism and discrimination against Buddhists, Jains, Christians, and Hindus, discrimination against South East Asians who aren't Arab in Arab countries, discrimination against Blacks in the Middle East will increasingly be tolerated less and less. The response of Mr. Khajawall only attests to the fact that he's not only a good physician, but a racist who encourages discrimination and hate against people who are not like him. Has he discussed the rape and mass murder of Hindus in Kashmir? Obviously not: they're not people to him. One only hopes that racist terrorists like him will eventually be seen for what they are. I would ask him to love his neighbour, but I doubt he knows what that means.

there are no hindus in kashmir. No rapes were committed. only hindus that live in kashmir are the 500,000 soldiers of Indian army. Indian army has been comiiting rapes in Kshmir since 80s. Check Human righs watch and Amnesty reports. Kashmiri hindus were escorted out of kashmir in army trucks by indian army in 1989 under the orders of then then Hindu extemist governor jagmohan...lets not spread lies.

Pakistan is a failed state. It has been meddling with Kashmir since 1980 initiated with the patronage of past Pakistani dictator Zia.
Dr. Khajawal needs to get his head examined as he is trying to give a scientific explantion and justifcation for terrorism and suicide bombing. I wonder which madarasa gave him his medical degree.

With due respects and regards. It was Pandit Jawahar Lal Nehru [From Kashmiri decent] who promised and pledged the people of divided Kashmir right to determine their future thru Plebiscite. United Nations approved that and people of Kashmir are still awaiting that promised and pledged choice. Mean while India has turned into biggest concentration camp in the world by posting their armies and paramilitary forces and over 30 intelligence apparatuses are turned loose to make them submit to the needs of occupation and oppressive authorities. It is a sad, tragic, and unfortunate story on the head of India. Indo-kash-Pak region needs demilitarization and make a zone of free travel, trade, and tourism. Wake up India and Pakistan and give people of Kashmir promised and pledged freedom.

Col.Khajawal should go back into history.Whose land was it upto Khybar pass?Who invaded India in the 7th century by the most cruel conquests and ultimately conquering a nation.After subjugation,forceful conversions into Islam,whole regions were Islamised and Kashmir was one such region.Remember always that the history of Pakistan is only 60 years.India is a democracy and ruled by a parliament which never enacted a law to give away Kashmir.But as a nation, India would never forgo another piece of land.The centuries old country was already divided due to the barbarity which we are witnessing again.But that is Islamic culture everywhere.The entire nation would stand up this time if a war is thrust.No more land for the barbarians.Check who kept thousands of women forcefully in the harems.Great culture.

To eliminate and eradicate terrorism around the Indo-Kash-Pak region. India and Pakistan should free Kashmir and its people as promised, and pledged by Mr. Nehru, United nations, and many arbitrators like Admiral Nimtz of USA and many.
