The State Department seems to go to unnecessary lengths to defend Blackwater from any claim that they have acted inappropriately. Private armies that operate beyond the law are just as scary when they nominally work for the US as when they are part of an insurgency. They have no responsibility to the US mission in Iraq and are often reported in situations where their own interests conflict with those of the US.

If the State Department needs more security for its personnel, it should either formalize an arrangement with the defense department or take on the necessary personnel under its own security operation. It certainly appears that the use of Blackwater and similar groups is a political and even functional liability for our presence there.

With regard to the use of CS gas, it should be remembered that the description of it as a tearing agent or a riot control gas does not mean that it does not cause fatalities, particularly in the older or younger population. Beyond that, it's use in a way to degrade the function of US military forces is inexcusable.
