Pakistani Military has "lost the will to fight" in Northwest Pakistan

Arthur Keller, a retired CIA officer, has a worrisome oped in the New York Times today. He argues that the Pakistani military has all but given up in its efforts to uproot the Taliban and Al Qaeda from the tribal regions of Pakistan. The few actions that are taken involve ineffectual attacks from helicopter gunships or artillery bombardments - amounting to little more than window dressing to appease the Americans.
The truth is that the soldiers have lost the will to fight. Reports in the Indian press, based on information from the very competent Indian intelligence agencies, describe a Pakistani Army in disarray in the tribal areas. Troops are deserting and often refusing to fight their “Muslim brothers.”
Nothing illustrated this apathy more clearly than the capture of hundreds of troops in August by the Taliban warlord Baitullah Mehsud with nary a shot fired in resistance.
The Pakistan army, with a high representaion of Pashtun troops, is not enthusiastic about fighting their own countrymen for George Bush, who has a nine percent popularity rating in Pakistan--less than a third of his US ranking! Also, democracy has been stifled in the tribal areas just as it has been in central Pakistan, leaving force as the only determinant of power. (Sound familiar?)

"Only a transition toward more democratic civilian rule would create a constituency that would enable the Pakistani state not just to suppress militants by force but to offer a legitimate alternative to militancy. This the military regime will not and cannot do. Only a democratic transition, with its attendant uncertainties, offers a chance for Pakistan not so much to defeat militancy as to render it irrelevant. Genuine realism -- which includes an analysis of the role of legitimacy in state capacity -- requires support for the rule of law and transition to democracy."

probably a focus on the vitiating impact of shariah related laws imposed by a militant group should be unacceptable in itself wherever it happens in pakistan or any other country
