Petraeus's Employee Self Evaluation

So would this ever happen in the corporate world?  You have an employee.  He’s doing a job.  You ask him to evaluate how he is doing his job.  You base your entire evaluation on his own assessment without getting any objective outside input.  Sounds ridiculous doesn’t it.  But that’s exactly what President Bush wants us to do when evaluating whether or not the “surge” is working.

We are supposed to sit tight and wait for General Petraeus to deliver his report in September and tell us how well he is doing his job.  Then based on his own self evaluation Congress should make a decision.  The conflict of interest is brutally obvious.  Petraeus is inextricably tied to the “surge”.  Concluding that it isn’t working would be a huge blow to his own career and legacy.  Not to mention any political aspirations that he may have after life in the military.  He has also realized that one of the centers of gravity for the war is American public support.  Without it the war can’t go on and his strategy has no chance.  He seems to be taking it upon himself to try and build that support.  Finally, there is his previous behavior.  Larry Korb points out that Petraeus has injected himself into politics before, writing an op-ed six weeks before the 2004 election arguing that the Iraq Security Force training was going well.  Keeping all of this in mind, it’s not surprising to see reports that military leaders are already starting to move the goal posts on the September report so that they can project an image of success instead of failure.

I can tell you what the Petraeus report will say.  It’s what every employee self evaluation says.  “I’m doing a great job, but just to show you that I’m a modest guy here are some areas where I can improve.” 

What any CEO would tell you is that this project needs some kind of outside review process.  Are Lee Hamilton and James Baker available?

Excellent point, Ilan. So...if we know what he is going to say, and I think you're right, we should start working on message. When Petraeus comes in with that...what's the progressive response?

Based on what assumptions are you considering that he will bring in anything other than a positive report? What statements has he made since the Jan 2007 confirmation hearings that lead you to beleive that he will do anything other than provide a frank assessment of what is happening in Iraq? You also must remember, his is only a part of the overall look. The Ambassador to Iraq will also be part of that overall assessment. I do not believe you can find one overstated comment from Gen Petraeus or the command since he took command on Februray 10, 2007. Nobody is here is looking at it with Rose colored glasses on and he and the command owes it to the American public to give a frank and honest assessment on where we are at and what the various options are to the policy makers.

As with any endeavor here or in the corporate world, nothing is as clear cut as we would like. We have seen some progress in certain areas as has been reported by the media. We have had some set backs as well having been reported by the media based on our own statements.

Remember, it is easy to judge from 6,000 miles away, only have the resources of the media, some other reports based on limited time on the ground, etc. To know what is happening in Iraq, to really know, you must be here and travel around and see it.

If rendering judgments at a distance is not considered by Col Boylan as important or relevant then perhaps he can elaborate on why he is there the first place? The judgment to go in was helped by intelligence provided by people that weren't there.

The ones that provided analysis to stay in without substantial strategic directional changes were rendered at a distance despite contradictory judgments that were rendered on the advisability from high ranking officers that weren't at a distance.

I will say this though in defense of rendering judgments at a distance. Those that are right there tend to have an emotional involvement and I suggest a vested interest in seeing that any analysis is slanted to the positive. Those that are at a distance may be more impartial.

So is it within boundaries if we use the same rationale to make judgements that in terms of policy mean nothing while the President's analysis from a distance means the difference between life and death?

Or are the Generals who are making those commercials that the President didn't listen lying also?

At any rate there are quite a few 100 deaths between here and when this "impartial" analysis will be rendered. One can only hope that if the General was wrong in his advocacy for this surge that he will have the backbone to stand tall and admit it even if means an end to any military, political or private sector ambitions he may harbor.

Lost in the hoopla is one of General Patraeus' own recommendations in the Army's counter-insurgency manual, something on the order of 1 soldier per 25 or 50 inhabitants (I can't remember exactly which). He's going into this surge with less than half the amount outlined in the Army's FM; nobody has asked him, or any other analyst, to explain this discrepancy or even acknowledge it exists.
