I started today planning to write, since the folks at The Note are on vacation and can't do it for me, that one odd consequence of Hurricane Katrina is to give the Administration some breathing room on Iraq, since it is now driven below the fold, and off the front pages if daily casualties are not in the hundreds (a callous calculus, but there we are).  As the Roberts hearings and other domestic issues heat back up, it's quite possible that Iraq will now simmer along quietly for some time -- giving the Administration another chance to get its act together and figure out a more convincing public posture.

However, after checking out the latest Gallup poll,I'm not sure it's any favor to the Administration to freeze things at this point in time.  Views of his handling of Iraq, foreign affairs, the economy and energy continue to trend negative -- terrorism continues to be the only area where over 50 percent give him positive marks.  The coverage includes a political scientist calling Bush's current performance "the opposite of Teflon."

We can now say that the August speeches on Iraq had absolutely no effect.  What is interesting is a tick upward in the numbers who want more troops sent -- still less than 20 percent, but rising.  I wonder whether that results from the "fight it right or get out" line we have heard from several spotlighted military families in recent weeks.  The numbers saying the troops should come home now or within a year are at 44 percent; 29 percent say 1-2 years and 14 percent say 3-5.  Just how big is the "in it for the long term" die hard camp of longer than 10 (ie, permanently)?  3 percent.  Put that in your base and...

Heather, in light of recent events, I prefer the term "Flypaper President," in reference to the countless pestilential flies and mosquitos now spawning in the putrid waters of New Orleans, which some are now calling Lake George.

I suspect that once the excruciating tragedy of Katrina is fully felt--and that is bound to take some time--we may see an isolationist surge among Bush's base and others, the likes of which our country hasn't experienced since the 30's.

Heather, I appreciate your observation that the unfolding disaster in New Orleans is pushing Iraq off the front page.

I have been struck by some similarities between looting in Baghdad and New Orleans. Just as Rumsfeld dismissed responsibility for looting in Baghdad Bush will no doubt try and claim that the problem of looting could not have been anticipated in New Orleans. In both situations ideology trumped realism when it came to planning. "We don't want to spend the money; ergo, we don't need to spend the money."

The ideology of not needing government also implicitly spread to evacuation. The only people guaranteed evacuation were able bodied people who owned their own cars. I can't help but wonder if there were many empty passenger seats in the evacuating private vehicles. Was any thought given to filling those seats. As a sop to conservatives it could have been structured like LA highways, where access to the faster lanes depends on the number of passengers in a vehicle.

Bush is already claiming no one could have anticipated the failure of the levees. Obviously that is going to be a hard claim to sustain with all of the clear evidence that the problem was anticipated, even by his own politicized FEMA. One positive note: he did not have a chance to manipulate agency reporting beforehand to provide an alibi.
