Yesterday Senator Voinovich sent a letter to the entire Senate stressing his concerns about the Bolton nomination, which may come to a vote as soon as this week (corrected based on this morning's news). Steve Clemons prints the fulltext of the letter here.
Of note, Voinovich stresses the implications of the nomination for the U.S.'s public diplomacy efforts, a subject that's gotten lots of attention here in recent days, including in the latest memo of advice Heather Hurlburt kindly wrote for Karen Hughes.
Concerns about how the Bolton choice would be received around the world aren't necessarily the most important of all the reasons to oppose Bolton (though it was written before the revelations on Bolton's efforts to oust underlings to probe into NSA intercepts and to run something close to a shadow foreign policy shop at odds with some of the Administration's stated positions, I still stand by #10 in that March post as the primary reason Bolton's the wrong choice), but the events of last week do bring worries about America's declining image to the forefront. One question that glanced on in the responses to Michael's post yesterday is the extent to which this week's compromise on the filibuster will affect other votes, notably Bolton. Some Democrats with serious reservations about the Bolton choice may think of reconsidering in the spirit of the Senate's newfound comity. One hopes they keep their eye on the ball of what's best for U.S. policy and our UN diplomacy.
Bolton's terrible at non-proliferation. That's what's most important to me.
Maybe his ideas for Iran and N. Korea were defensible several years ago before they had been tried, but now they've been tried and have failed miserably.

The new gem in that article: "Bolton has taken a stance so uncompromising that even U.S. contractors want a softer approach, U.S. government sources say. Bolton has insisted that the Russian government continue to guarantee coverage for every potential liability for U.S. cleanup contractors, even for a deliberate act of spilling nuclear material. But U.S. industry "would like to see the standard [commercial] type of nuclear-liability protection," says Charles Peterson, a legal expert who deals with the contractors."
What is wrong with that guy?

What's wrong with him? He's an ideologue.
I've followed what he has done to Nunn-Lugar too. As I type, Lugar is defending Bolton on the Senate floor. It must be a bit humiliating for Lugar to do this. Maybe his chairmanship depends on it.
Lugar of heartland Indiana must know that people like Bolton probably do speak for the majority of Americans. Samuel Huntington once described their views as "Foreeign Policy Fundamentalism." Since the late seventies, people who have shared these views have grtown un number in the ranks of what we once called the "foreign policy establishment." Now, through the Vulcans, they run things.
Bush's comments about Yalta confirm what has occurred.
I still recall Bolton leading a riot in 2000 to prevent the counting of votes. Ideologues are absolutely certain they are right and have no respect for preserving institutions or processes.

My guess is that Lugar believes that Nunn-Lugar is the kind of thing that Indianans want, but since he's being leaned on so heavily to support Bolton, he doesn't want to bring it up. He'll look like Chafee if he says "I don't like Bolton, he's sabotaged one of my flagship accomplishments, something that you all (Indianans) supported, but I'm not going to vote my conscience or even what I believe to be in the best interests of Americans".
It seems that Republicans are happy to keep the focus on Bolton's lousy management style and his "hard nosed" views on the UN in order to keep the focus off of his record. If the public looked at Bolton's record, their Senators would have a lot more to answer for.
